You are the owner-occupier of an existing property, or the owner of a home under construction where the system will be installed.
The combined household taxable income of all owners is less than $210,000 per year before 1 July 2026.
From 1 July 2026, the income cap changes to $150,000 per year.
The value of the property is under $3 million, either for an existing home or when construction is complete.
The property address has not previously received a solar panel PV rebate or solar battery rebate under the program.
The property address has not had a solar panel PV system installed in the last 10 years.
You have previously received a Solar Homes rebate and/or loan but have moved house, and the new property has not received these rebates before.
You must also use an authorised solar retailer and only use eligible products under the program.
Important Rule: No Solar Panel System Installed in the Last 10 Years
A key eligibility requirement is that the property address must not have had a solar panel PV system installed in the last 10 years.
This is important for homeowners who have recently purchased a property. Even if you did not personally install the solar system, the property itself may still be affected by this rule.

Important 1 May 2026 Rule: Interest-Free Loan Must Be Selected During Application

“You will be offered an interest-free loan in your application.”
From 1 May 2026, if you choose to opt in for the interest-free loan, you must select it when you apply. The loan must also be approved.

The solar panel rebate plus the interest-free loan.

If your system is installed before your eligibility is approved, you may not receive the rebate.

Submit your Solar Victoria application.

Proceed with the installation.
If the loan is approved, repayments begin 30 days after installation approval.
